Welcome and thank you for your interest in participating in this international academic conference. Before proceeding with your submission, please carefully read and fully understand the Academic Conference Submission Terms and Conditions (hereinafter referred to as the "Agreement"). This Agreement sets forth the principles, rules, procedures, rights, and obligations governing your participation in the conference and the submission of academic works. Particular attention should be paid to the provisions highlighted in bold. If you do not agree with any provision of this Agreement, or if you do not fully understand the terms herein, you should immediately discontinue the submission process and refrain from further actions. By completing the submission procedures and indicating your acceptance of this Agreement, you acknowledge that you have read, understood, and agreed to be legally bound by all terms and conditions contained herein. If you have any questions regarding this Agreement, please contact the conference organizing committee for clarification.

I. Eligibility and Legal Capacity

Prior to using the services provided by the conference, you must possess the legal capacity required under the laws of the People's Republic of China to perform the relevant civil acts.

Specifically:

1. You are a natural person aged eighteen (18) years or older with full civil capacity and legal authority to enter into this Agreement; or

2. You are a person with limited or no civil capacity, and your participation is conducted through or with the consent of your legal guardian; or

3. You represent a legally established government institution, enterprise, organization, academic institution, or other legally recognized entity.

If you do not possess the legal capacity required to enter into this Agreement, you and your legal guardian shall bear all legal consequences arising therefrom in accordance with applicable laws. Furthermore, you must comply with all applicable laws and regulations of the People's Republic of China and confirm that you are not subject to any trade sanctions, export restrictions, or legal limitations imposed by any country, international organization, or jurisdiction. Failure to comply may result in the suspension or termination of services.

II. Academic Integrity and Ethical Standards

The conference adheres to the principles of integrity, transparency, and good faith in providing academic support services for researchers, including consultation, coordination, and publication assistance. We strictly comply with internationally recognized publishing ethics and do not engage in, facilitate, or support academic misconduct. The conference is committed to maintaining the integrity of academic research and ensuring transparency in all publication-related processes. Participants are expected to comply with the same ethical standards.

In conducting academic research and submitting manuscripts, authors must comply with the following academic ethics standards:

1. Uphold scientific truth, respect scientific laws, and maintain rigorous academic conduct.

2. Promote the advancement of science and technology and contribute to academic progress and social development.

3. Properly acknowledge all referenced works and respect intellectual property rights.

4. Respect research subjects and ensure ethical standards in studies involving human or animal participants.

5. Maintain honesty and objectivity in research design, data collection, analysis, and reporting.

6. Cooperate honestly with collaborators and respond constructively to academic criticism.

7. Ensure the accuracy and completeness of published research results and statistical data.

8. Maintain accurate research records and ensure data authenticity and traceability.

9. Grant authorship only to individuals who have made substantial scholarly contributions.

10. Authorship order should reflect actual contributions unless otherwise agreed.

11. Research findings should not be publicly released through media prior to academic publication unless otherwise permitted.

12. Academic research must not be used to obtain improper personal or financial benefits.

13. Researchers should actively promote scientific knowledge and responsible dissemination of research findings.

14. Any research activities that violate scientific ethics must be resisted and reported.

15. Senior researchers must promote ethical standards when mentoring students and junior researchers.

16. Evaluations of academic work should be conducted objectively and based on comprehensive evidence.

17. Research funding sources must be properly acknowledged.

18. Authors must comply with other generally accepted academic ethical norms.

If the submitted manuscript violates academic ethics and results in any third-party claims, complaints, or legal actions against the conference, the author shall cooperate in resolving such matters and shall indemnify the conference for all resulting damages, including but not limited to legal fees, litigation costs, compensation, and related expenses.

III. Service Fees

3.1 Publication support fees may include review fees, evaluation fees, and publication processing fees.

3.1.1 Payment shall be made after receiving the official acceptance notification and payment instructions.

3.1.2 Fee standards shall be subject to the information published on the official conference website.

3.1.3 All payments must be made in full as a single payment unless otherwise specified.

3.2 Refund Policy:

3.2.1 Fees are non-refundable if the participant fails to attend the conference for personal reasons.

3.2.2 If the manuscript has been officially accepted but the author withdraws before project completion, up to 70% of the service fee may be refunded.

3.2.3 If the paper cannot be published due to conference publication adjustments after project completion, 100% of the service fee shall be refunded.

3.2.4 If indexing cannot be completed within the stated indexing period, the author may apply for a refund of up to 20% of the service fee.

3.2.5 If the manuscript has already entered the publication process and the author voluntarily withdraws the manuscript for personal reasons, the paid service fees shall not be refunded.

IV. Rights and Obligations

1. The author guarantees that the submitted manuscript is original and has not been previously published, is not under review elsewhere, and has not been authorized to any third party outside this Agreement.

2. All materials submitted by the author remain the intellectual property of the author unless otherwise agreed.

3. The author shall pay all applicable service fees in a timely and complete manner.

4. Copyright ownership shall be determined according to the applicable copyright agreement signed during the publication process.

5. Authors must respond promptly to any communication regarding publication arrangements.

The following situations shall not constitute a breach of this Agreement by the conference:

Manuscripts will be reviewed by conference experts, and final acceptance decisions are made by the organizing committee. Accepted papers will be published through international publishers or proceedings series. During the publication quality control process, revisions or rejection may occur. If rejection occurs, the conference reserves the right to submit the manuscript to other appropriate conferences.

After publication, the conference proceedings will be submitted to relevant indexing databases for evaluation. Indexing typically occurs within 3–12 months after publication. Database review procedures are independent and beyond the control of the conference organizers.

V. Information Authorization and Protection

You represent and warrant that you have the legal right to provide all submitted information. Any information found to violate applicable laws or third-party rights may be removed or restricted. Without written permission, no materials provided by the conference may be used for commercial purposes, including reproduction, modification, translation, distribution, or public display.

Authors agree to provide necessary contact information such as telephone numbers, email addresses, and mailing addresses for service purposes. Failure to provide such information may affect service delivery.

For non-personal materials generated during the service process, the author grants the conference the right to collect evidence and initiate legal actions against third-party infringement during the legally permitted protection period.

VI. Termination and Cancellation

(1) Termination

1. The conference reserves the right to terminate this Agreement if the manuscript is found to be previously published or non-original.

2. The conference may terminate the Agreement if the author fails to provide necessary materials, revisions, or payments required for publication.

3. The conference may terminate the Agreement if the author engages in inappropriate direct communication with publishers or journals contrary to conference guidance.

(2) Cancellation

1. This Agreement may be cancelled upon mutual agreement of both parties.

2. Either party may cancel this Agreement due to force majeure events or policy changes that prevent the fulfillment of the Agreement.

By proceeding with submission, you confirm that you have read, understood, and accepted all the terms of this Agreement.

一、协议主体

在开始服务前，您应当具备中华人民共和国法律规定的与您所作行为相适应的民事行为能力，具体是：

1、您是年满十八岁并具备完全民事权利能力和民事行为能力的自然人；

2、抑或您是无民事行为能力人或限制民事行为能力人，但所作行为由您监护人代理或经其同意、追认；

3、抑或您是据中国法律法规成立并合法存在的机关、企事业单位、社团组织和其他组织。

若您不具备前述与您行为相适应的民事行为能力，则您及您的监护人应依照法律规定承担因此而导致的一切后果。此外，您还需遵从中华人民共和国相关法律法规，并确保您不是任何国家、国际组织或者地域实施的贸易限制、制裁或其他法律、规则限制的对象，否则您可能无法正常使用和接收我们提供的服务

二、学术道德规范与道德

我们秉承“诚信、透明、善意”的原则，为科研工作者在过程中提供咨询、支持与协助等服务，以有效提升学术论文质量和提高学术出版效率。我们认真践行出版伦理，不提供、不促成、不参与学术不端行为，对数据、稿件及服务的诚信负责；我们提供的服务产品公开、透明，科研人员可方便快捷地获取服务相关信息；我们合法合规并在合理的限度内为科研人员在开展研究、撰写报告、出版研究成果过程中提供帮助。我们拒绝为违反出版伦理、构成学术不端的客户及科研领域失信责任主体提供服务。希望您也遵循上述原则。

在科研学术活动中，您应遵守以下学术道德规范：

1. 应坚持科学真理、尊重科学规律、崇尚严谨求实的学风，勇于探索创新，恪守职业道德，维护科学诚信。

2. 应以发展科学技术事业，繁荣学术思想，推动经济社会进步，促进优秀科技人才成长，普及科学技术知识为使命。

3. 进行学术研究应检索相关文献或了解相关研究成果，在发表论文或以其他形式报告科研成果中引用他人论点时必须尊重知识产权，如实标出。

4. 尊重研究对象（包括人类和非人类研究对象）。在涉及人体的研究中，必须保护受试人合法权益和个人隐私并保障知情同意权。

5. 在课题申报、项目设计、数据资料采集与分析、公布科研成果，确认科研工作参与人员贡献等方面，遵守诚实客观原则。

6. 诚实严谨地与他人合作，耐心诚恳地对待学术批评和质疑。

7. 公开研究成果、统计数据等，必须实事求是、完整准确。

8. 搜集、发表数据要确保有效性和准确性，保证实验记录和数据的完整、真实和安全，以备考查。

9. 对研究成果做出实质性贡献的专业人员拥有著作权。仅对研究项目进行过一般性管理或辅助工作者，不享有著作权。

10. 合作完成成果，应按照对研究成果的贡献大小的顺序署名（有署名惯例或约定的除外）。

11. 科研新成果在学术期刊或学术会议上发表前（有合同限制的除外），不应先向媒体或公众发布。

12. 不得利用科研活动谋取不正当利益。正确对待科研活动中存在的直接、间接或潜在的利益关系。

13. 科技工作者有义务负责任地普及科学技术知识，传播科学思想、科学方法。

14. 抵制一切违反科学道德的研究活动。

15. 在研究生和青年研究人员的培养中，应传授科学道德准则和行为规范。

16. 在对自己或他人的成果进行介绍、评价时，应遵循客观、公正、准确的原则。

17. 各类资助项目应根据项目下达部门的要求，进行规范标注。

18. 遵守学术界公认的其他道德规范。

若您提交的论文未遵守学术道德规范，导致我们被第三方主张权利，您应当配合我们采取必要措施以消除影响，并赔偿我们因此产生的全部损失。

三、服务费用

3.1 学术论文发表支持费用包含(审稿费、评审费、版面费)。

3.1.1 缴费时间：您应在接到正式论文录用通知及缴费通知后进行缴费；

3.1.2 费用标准：以会议官网发布信息为准；

3.1.3 缴费形式：一次性全额缴清。

3.2 退费条款：

3.2.1 如因您方原因未能参加会议，已支付费用不予退还；

3.2.2 如您的论文已经过通过正式录用，因您个人原因在项目完结/会议召开前取消发表服务，可申请最高退回70%整体服务费用；

3.2.3 如您的论文在项目完结/会议结束后，由于会议出版调整原因，致论文未能正式见刊，退回100%整体服务费用；

3.2.4 如您的论文在项目完结/会议召开后，由于出版社/期刊或数据库未在对应投稿须知的收录周期完成数据库收录，您可申请最高退回20%整体服务费用；

3.2.5 如您的论文已经处于出版流程中，因作者个人原因主动撤稿，已支付的整体服务费用不予退还。

四、义务和权益

1、您须保证所提交论文的原创性，并确定是没有公开、没有处于发表流程中和没有授权于本协议外的第三方。

2、您提交给我们的任何资料，都属于您（客户）的知识产权。

3、您应及时足额支付服务费用，并按要求完成稿件系统的提交确认（如有需要）。

4、您的论文在确认同意且签署相应版权协议后，版权将按所签署协议决定相应归属。

5、您若对我方进行论文的出版调整安排有异议，应在接到我方通知时及时响应并明确告知。

投稿前，您需要同意并了解的稿件风险，如遇以下情况并不构成我们的违约：

论文经由我们/主办方专家审稿后，由组委会决定是否录用，所录用论文将通过国际出版社/系列刊物进行出版。论文集在正式出版前，出版刊物存在质检环节，在此环节中不排除出现修改或被拒稿的情况。如出现出版刊物拒稿，我们有权选择合适会议进行投递。

论文集在正式出版后，将以会议为单位提交至相对应的数据库进行审核，并在通过审核后由检索机构完成数据库的收录。检索周期通常为论文集正式见刊后的 3~12 个月。

五、信息授权和保护

您声明并保证，您对您所提供的信息拥有完整、合法的权利。否则，我们将对您提供的信息依法进行删除或屏蔽，并追究相关法律责任。未经我们书面允许，您不得将我们的任何资料以及在系统上所展示的任何信息作商业性利用。

在服务过程中，需您提供必要的个人信息，您同意我们收集、存储、使用和保护这些信息。如您拒绝提供，将影响到我们向您提供正常服务甚至终止服务。

六、终止和解除协议

（一）协议终止

1、您提交的论文在签订本协议前已公开或非原创，我们有权终止协议；

2、因您的原因造成稿件不能成功发表，我们有权终止协议；

3、因您未遵照我们的建议与期刊或出版社进行不恰当的沟通，从而导致稿件发表产生延滞、撤稿等不良影响，我们有权终止协议。

（二）协议解除

1、经双方协商一致，可以解除本协议；

2、任何一方由于不可抗力因素或政策调整而无法履行本协议的，经双方协商一致后解除本协议。
